La Suisse n’utilise que 7,5% de son budget de coopération au développement pour promouvoir la santé et 1% de l’aide bilatérale pour des interventions en matière de prévention du VIH et sida, de traitement des personnes infectées et de soutien à celles-ci (2008). Or, sept à huit fois plus de ressources seraient nécessaires pour permettre à toutes les personnes touchées d’accéder à une prise en charge globale (prévention, traitement et soutien) et faire reculer l’épidémie.

Tels sont les résultats décevants d’une étude réalisée à la demande d’aidsfocus.ch et des associations allemande et autrichienne «Aktionsbündnis gegen Aids», intitulée «Engagement gegen Aids – Versprechen sind nicht genug» (Mobilisation contre le sida – Les promesses ne suffisent pas). Cette étude inventorie et analyse en détail les contributions financières de l’Allemagne, de l’Autriche et de la Suisse dans les domaines de la coopération au développement, de la santé et de la lutte contre le VIH/sida.

Les trois pays font plutôt mauvaise figure. Les moyens affectés tant par l’Allemagne et l’Autriche que par la Suisse à la promotion de la santé au sein de leur coopération au développement demeurent très inférieurs à ce qu’ils devraient au regard de leur force économique nationale. En ce qui concerne l’engagement contre le VIH/sida, la Suisse est à la traîne, avec une dotation représentant tout juste 1% de son aide bilatérale totale. Depuis 2005, la Suisse n’a pas augmenté ses dépenses en faveur des mesures anti-VIH, alors qu’il est indispensable de mobiliser davantage de ressources pour combattre l’épidémie à travers le monde et que l’on dispose de toujours plus de possibilités pour prévenir le VIH et traiter les personnes infectées.

Lors de leur réunion annuelle d’aidsfocus.ch du 26 octobre 2010 à Berne, les organisations partenaires d’aidsfocus.ch ont décidé d’accentuer leur plaidoyer pour que la Suisse accorde davantage d’importance à la coopération sanitaire et à la lutte contre le VIH/sida dans le cadre de sa coopération au développement. aidsfocus.ch veut rappeler ses promesses au gouvernement helvétique et l’exhorter à assumer ses responsabilités en fournissant enfin une contribution équitable au financement de l’accès à la prévention du VIH et aux thérapies antisida. En outre, aidsfocus.ch entend s’impliquer dans les débats sur les nouveaux messages relatifs à la coopération au développement, à l’aide humanitaire et à la coopération avec les pays de l’Est pour la période 2013–2017.

Eine kritische Bestandsaufnahme der Verwirklichung internationaler Verpflichtungen zu HIV/Aids durch Deutschland, Österreich und Schweiz. In der umfangreichen Studie werden die finanziellen Beiträge zu Entwicklungszusammenarbeit, Gesundheit und Engagement gegen HIV und Aids dieser Länder analysiert. Lors de sa séance du 30 juin 2010, le Conseil fédéral a approuvé le Rapport intermédiaire de la Suisse 2010 sur les Objectifs du Millénaire pour le développement (OMD). Le rapport dresse un état des lieux globalement positif de la contribution suisse à la réalisation des OMD et montre, au moyen d’exemples, sous quelle forme la Suisse s’investit dans des domaines tels que l'eau, la santé et l'éducation pour remplir ces objectifs. Le rapport illustre au moyen d'exemples concrets la contribution de la Suisse à la réalisation des OMD. Dans le sud de l'Afrique, la Suisse met principalement l'accent sur le domaine de la santé. Au cours du second semestre 2010, le Conseil fédéral soumettra au Parlement le message arrêté le 23 juin visant à faire passer l'aide publique au développement à 0,5 % du revenu national brut d'ici à 2015.

On the occasion of the aidsfocus.ch Meeting Point, Jabu Mthethwa of the Baphalali Swaziland Red Cross Society shared with partners and others her knowledge on counselling in the context of HIV and AIDS, based on extensive experience and training. Counselling is seen as one of the key elements in the success of early treatment and adherence. Jabu understands counselling basically as empowering the client to develop coping strategies. Counsellors need to be equipped with integrated counselling skills and to be a good communicator.

En coopération avec terre des hommes schweiz, aidsfocus.ch a publié la novelle boîte à outils «Treasure memories». La principale nouveauté de cette seconde édition de la boîte à outils est l’intégration de l’approche orientée vers les solutions. La «boîte à outils destinée au travail de mémoire» comporte les instruments suivants: Un exemplaire de «memory book», de «hero book», de «body map» et de «tracing book», une «carte de crédit» rappelant les principaux hypthèses de l’approche orientée vers les solutions et un DVD avec les films «La force émanant du souvenir» et «Solution focused approach» ainsi que des informations importantes, des ressources et les manuels relatifs au travail de mémoire sous forme électronique. UNITAID ist daran, einen Patentpool für Aids-Medikamente zu etablieren. Noch ist allerdings unklar, ob die pharmazeutische Industrie mitziehen wird. Einiges ist in Bewegung geraten, ob die Menschen in den Entwicklungsländern aber davon profitieren werden ist noch offen. Der auf freiwilliger Basis beruhende Mechanismus lädt Pharmafirmen, Universitäten und ForscherInnen ein, ihre Patente auf antiretrovirale Medikamente UNITAID zur Verfügung zu stellen. Der Patentpool ist eines der Themen, welches im aktuellen Bulletin 117 von Medicus Mundi Schweiz zu „Zugang zu Medikamenten für alle“ diskutiert wird. (September 2010)

An estimated 33 million people are living with HIV globally. More than 15 million children are orphans due to AIDS. In 2001, World Vision launched the Hope Initiative to respond to the HIV pandemic focusing on a community led response. In Africa, these communities have women, men, girls and boys who are making remarkable contributions in response to HIV and AIDS. This book honours those people. (2010)

Geneva, 25 October 2010 - Catholic churches in the central Swiss city of Lucerne have sparked controversy among believers with an AIDS awareness campaign that involves giving teenagers condoms bearing the slogan "protect thy neighbor as thyself." The churches started handing out some of the 3,000 condoms Monday as part of an effort to engage young people, many of whom may be turned off by the Vatican's long-standing opposition to the use of condoms, said a spokesman. The campaign is targeted at teenagers as young as 14 and includes talks to school classes about the devastating effect that AIDS is having in Africa.

Montreux, 22 octobre 2010 - Le sommet de la Francophonie s’inscrit dans un contexte marqué par l’importance des débats consacrés à la santé et survient quelques semaines après la tenue du Sommet des Objectifs du Millénaire et la clôture du 3e cycle de reconstitution des ressources du Fonds Mondial de lutte contre le Sida, la tuberculose et le paludisme. L’Organisation Internationale de la Francophonie (OIF) et l’ONUSIDA ont conclu en 2009 un accord-cadre de coopération visant à accroitre le rôle joué par l’expertise des pays francophones dans la mise en œuvre des programmes de lutte contre l’épidémie du VIH/SIDA.

Johannesbourg, 7 octobre 2010 - L’argent, ou plutôt le manque d’argent, sera certainement un facteur déterminant de l'atteinte des objectifs internationaux en matière de santé. Tel était l’un des principaux messages formulés à l’issue du récent sommet sur les Objectifs du millénaire pour le développement (OMD) et que l’on retrouve dans le dernier rapport publié par l’Onusida sur les progrès enregistrés dans la réalisation de l'accès universel aux services de prévention du VIH, au traitement et aux soins. Des sources innovantes de financement suscitent un intérêt croissant auprès des organisations non gouvernementales (ONG) et de certains gouvernements à la recherche de nouvelles méthodes afin de combler les lacunes en matière de financement. Johannesburg, 8 October 2010 - New modelling has offered governments and donors a glimpse into the future of HIV epidemics - and what it will cost to prevent and treat them. Researchers warn of hard choices ahead and a need for some countries to take more responsibility for their national programmes. Published in the 9 October edition of The Lancet medical journal, the study predicts that by 2031 annual new HIV infections will be roughly halved to about 1.2 million. According to the study, many of the middle-income countries, such as China, Mexico and Kazakhstan, could afford to domestically fund HIV programmes largely targeted at vulnerable populations. Nairobi, 1 October 2010 - The US National Institutes of Health (NIH) has become the first patent holder to join the recently created Medicines Patent Pool, but unless other patent holders follow suit, the NIH's move will not increase access to HIV treatment. By licensing the life-prolonging antiretroviral (ARV), darunavir, to the patent pool, the NIH has made the technology to produce it available for the benefit of low- and middle-income countries. However, this does not mean generic versions of the drug can now be manufactured and sold in these countries as additional patents on darunavir are still held by the pharmaceutical company Tibotec, part of Johnson & Johnson. Geneva, 26 October, 2010 - “More than 7000 people are infected with HIV every day. We need a prevention revolution.” This is the message that UNAIDS is using to launch a social media initiative across Twitter and Facebook to revitalize interest in HIV Prevention in the lead up to World AIDS Day 2010. Starting 26 October, for six consecutive Tuesdays, UNAIDS will introduce a series of themes related to HIV prevention via discussions on Facebook, Twitter, and AIDSspace and through YouTube clips, interactive polls and quizzes. As part of the initiative, five animated films have been developed as conversation starters.

Das Dossier des Aktionsbündnis gegen AIDS gibt eine prägnante Situationsanalyse der weltweiten Pandemie, die eine Bandbreite von wichtigen Themen abdeckt – von den internationalen Vereinbarungen, Prävention, Patenten und Patentrechten, bis hin zu Kindern und Aids, Finanzen, Einreiserestriktionen und einer aktuellen Berichterstattung der Internationalen Aids-Konferenz. 2010 ist ein entscheidendes Jahr: Die Vereinten Nationen und die Regierungschefs der G8-Staaten hatten versprochen, bis zu diesem Jahr werde für alle Menschen gesichert sein, dass sie sich vor einer Infektion mit HIV/Aids schützen können und dass Menschen, die mit HIV leben, rechtzeitig Zugang zu Behandlung und sozialer Unterstützung erhalten. The interconnections between conflict and HIV are complex. HIV affects the lives of many people caught up in conflict, including the civilian population, protagonists, as well as people whose role it is to provide security during and after conflicts. A special supplement on HIV has been published by the journal Forced Migration Review, with support from UNAIDS. The report emphasizes tailored programmes to ensure universal access to HIV prevention, treatment, care and support to vulnerable groups must become an integral part of national HIV policies and strategies. More developing countries show universal access to HIV/AIDS services is possible and sustained commitments are necessary to secure future progress. This is the main message of the Progress report “Towards universal access” by WHO, UNICEF and UNAIDS. Remarkable progress in Eastern and Southern Africa, the region most severely affected by HIV, offers hope. Obstacles to scaling up HIV treatment persist in most countries, including funding shortages, limited human resources, and weak procurement and supply management systems for HIV drugs and diagnostics and other health systems bottlenecks. A global consensus is emerging that accelerated progress towards the Millennium Development Goals (MDGs) and more efficient use of resources can be achieved by taking the AIDS response out of isolation and integrating it with efforts to achieve other health and development goals. The relationship between AIDS and the MDGs is reciprocal: investments in the AIDS repose advance all the MDGs and efforts to meet the eight Goals address the social drivers of the HIV epidemic. AIDS plus MDGs refers to an approach that recognizes and maximizes the AIDS response as essential to achieving the MDGs, and conversely, supports the role of the MDGs in achieving universal access to HIV prevention, treatment, care and support. Around the world | World AIDS Day is celebrated on December 1 each year around the world. It has become one of the most recognised international health days and a key opportunity to raise awareness, commemorate those who have passed on, and celebrate victories such as increased access to treatment and prevention services. The theme for World AIDS Day 2010 is Universal Access and Human Rights. Global leaders have pledged to work towards universal access to HIV and AIDS treatment, prevention and care, recognising these as fundamental human rights.

Bern | UNAIDS, the International AIDS Society, the Global Fund and other international bodies are aware of the need of better integration of HIV/AIDS, reproductive and sexual health and rights and other key health priorities. At the local level, many NGOs already work in an integrated way. However, many challenges emerge.
