Chère lectrice, Cher lecteur,

Aucun bébé ne devrait ni naître avec le VIH, ni mourir du sida. Ce qui est aujourd'hui la règle dans les pays riches doit l'être également pour tous les autres pays d'ici à 2015. Les perspectives sont bonnes, et ce grâce à l'engagement commun de l'ONUSIDA, d'Unicef, du Fonds mondial et d'autres organisations internationales, des gouvernements nationaux et de la société civile. Personne ne reste insensible face aux photos de bébés innocents qui ont reçu le virus IH comme « cadeau de naissance » et qui meurent du sida au cours de leurs premières années de vie.

Les perspectives sont bonnes, comme l'indiquent les paroles de Michel Sidibé, directeur exécutif de l'ONUSIDA : « We know how to get to zero—science has shown the way. The only thing that can stop us now is indecision or a lack of courage. Through strengthened political will and financial resources, we can reach our twin goals of zero new HIV infections among children and zero AIDS-related maternal deaths. »

La diminution du taux de mortalité infantile de 40 % ces vingt dernières années - le nombre de décès étant passé de 12 millions en 1990 à 6,9 millions en 2011- constitue une vraie réussite pour la santé et le développement mondial. Toutefois, les progrès sont répartis de manière très inégale. La situation est particulièrement critique pour les enfants et les enfants en bas âge pauvres infectés par le VIH dès la naissance. Le sida et les maladies associées sont encore une des causes principales du taux élevé de mortalité infantile en Afrique sub-saharienne. En 2011, quelque 330 000 bébés étaient infectés par le VIH de par le monde. C'est 24 % de moins qu'en 2009. Sans traitement, la moitié de tous les bébés atteints du VIH décède avant leurs deux ans. Dans les pays où la prévalence du VIH est importante, la mortalité infantile en relation avec le sida s'élève à 10% au Mozambique et en Zambie et à 28% en Afrique du Sud. (UNICEF 2012)

Les avancées dans la réduction de la mortalité infantile à la suite du sida n'ont été possibles que grâce à l'amélioration rapide de l'accès au traitement médical préventif de transmission verticale du VIH. Ou exprimé de manière politiquement correcte : la prévention de la transmission du VIH de la mère à l'enfant (Prevention of mother-to-child transmission of HIV, PMTCT). Dans les pays à hauts revenus, le taux de transmission du virus IH de la mère à l'enfant est passé sous la barre des 2 % grâce à une prise en charge médicale globale et une thérapie médicamenteuse pendant la grossesse, la naissance et l'allaitement. Par contre, dans les pays à revenus faibles et moyens, seulement 57 % des 1,5 million de femmes enceintes positives au VIH reçoivent une thérapie antirétrovirale pour prévenir la transmission verticale du VIH.

Dans le monde entier, le sida est la cause de mortalité la plus fréquente chez les femmes en âge de procréer (ONUSIDA 2012). Le risque mortel pour les enfants de mères positives réside dans le fait, d'une part, qu'elles sont infectées, et d'autre part, qu'elles ne sont indirectement plus en mesure de veiller sur leurs enfants et leur famille.

Il faut, pour la santé de la mère et de l'enfant, non seulement disposer d'une approche globale pour prévenir la transmission verticale du VIH afin de protéger les enfants de toute contamination; mais un engagement est également nécessaire afin de renforcer les femmes et les jeunes filles à prévenir les infections du VIH, d’aider les femmes positives au VIH à se protéger contre des grossesses non souhaitées et de proposer des systèmes de santé qui répondent complètement aux besoins des femmes.

Bâle | La santé de la mère et de l'enfant est un facteur décisif pour l'évolution de la société dans les pays en développement. Pourtant, 360'000 femmes par an décèdent encore des suites de la grossesse ou de l'accouchement. Et année après année, 7,6 millions d'enfants meurent avant l'âge de cinq ans. L'édition 2012 du symposium du réseau Medicus Mundi Suisse est consacrée à cette problématique. Quelles sont les actions de la politique internationale, pour continuer d'améliorer la situation? Quelles sont les stratégies efficaces? Comment faciliter l'accès des femmes et des futures mères aux systèmes de santé?

LA «TÂCHE INACHEVÉE» DE LA RÉDUCTION DE LA MORTALITÉ INFANTILE

Nairobi, 16 septembre 2012 - Le nombre de décès d’enfants âgés de moins de cinq ans est passé d’environ 12 millions en 1990 à 6,9 millions en 2011. Le message, qui a été communiqué dans un rapport récent du Fonds des Nations Unies pour l’enfance (UNICEF), est que grâce à un plus grand engagement des gouvernements et de leurs partenaires pour la survie des enfants, la mortalité infantile continuera de baisser. La plupart des décès infantiles pourraient être évités. En 2011, près de deux tiers des décès d’enfants âgés de moins de cinq ans étaient dus à des maladies infectieuses, comme la pneumonie, la diarrhée, le paludisme, la méningite, le tétanos, le VIH et la rougeole. ONUSIDA: ENSEMBLE NOUS METTRONS FIN AU SIDA

The new UNAIDS report contains the latest data on numbers of new HIV infections, numbers of people receiving antiretroviral treatment, AIDS-related deaths and HIV among children. It highlights new scientific opportunities and social progress which are bringing the world closer to UNAIDS vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. The report also gives an overview of international and domestic HIV investments. Calling for global solidarity and shared responsibility, the UNAIDS report contains commentaries from global and community leaders as well as people living with and affected by HIV. (July 2012)

PREVENTING MOTHER-TO-CHILD TRANSMISSION OF HIV WITHIN HIV PROPOSALS FUNDED BY THE GLOBAL FUND

PMTCT interventions are guided by a comprehensive strategic approach which includes 4 components: Primary prevention of HIV infection among women of childbearing age; preventing unintended pregnancies among HIV infected women; preventing HIV transmission from a woman living with HIV to her infant, and provision of appropriate treatment, care and support to mothers living with HIV and their children and families. There has been uneven progress to date in implementing these four programming areas. Offering family planning services is critical for component 2 and is an underutilized component in PMTCT services. INTEGRATING HIV WITH REPRODUCTIVE, MATERNAL AND CHILD HEALTH SERVICES
  1. October 2012 – Fragmented services create major barriers for women. From a health system perspective, separating out different services for different health issues may be duplicative and highly inefficient. What is the strength of the evidence on integration? Who is most likely to benefit? What are the costs in the long run? And what are the real world challenges and opportunities in integrating services in low-income settings? Last month, in Nairobi, Kenya, these questions were explored at the Integration for Impact conference.

JEDES BABY KANN VOR HIV GESCHÜTZT WERDEN

Der Brennpunkt von SolidarMed aktuell zur vertikalen HIV-Übertragung bringt Beispiele aus der Praxis im südlichen Afrika. Das von SolidarMed unterstützte Dareda-Spital im Norden Tanzanias geniesst in der Bevölkerung grosses Vertrauen, besonders wenn es um die Vorbeugung und Behandlung von HIV geht. Die wartenden Frauen sind selber HIV-positiv. Ihre Kinder sind es nicht. Das von SolidarMed unterstützte Spital ist gut gerüstet im zermürbenden Kampf gegen HIV/Aids. Gemeinsam wurde hier eine HIV-Therapie für Schwangere etabliert, die Babys vor der Übertragung des HI-Virus von der Mutter auf das Kind schützt. SolidarMed setzt diesen Erfolg nun im Norden von Moçambique fort, wo Babys dem Virus nach wie vor ausgeliefert sind. (SolidarMed aktuell, November 2011)

Christoph Benn, Director of Resource Mobilization and Donor Relation Division, and Linda Mafu, Head of Political and Civil Society Advocacy, Global Fund will give first hand information on the recent situation of the Global Fund after re-organisation, including financial forecast. They will open the discussion on the role of Civil Society in shaping the Global Fund, opportunities for intervention and challenges. HIV, AIDS AND ADVOCACY

The Bulletin of Medicus Mundi Switzerland, the reader of the aidsfocus.ch conference 2012, publishes recent and inspiring stories of local level advocacy as well as advocacy on an international level. We can learn from our Southern partners from South Africa, Zimbabwe, Tanzansia and India. In Zimbabwe, young people living with HIV who were trained in leadership and advocacy now dialogue with the government, and whenever necessary, also demonstrate in front of the respective offices in order to get the medication and what is due to them. Advocacy is a key component in the struggle towards an AIDSfree future and the fulfilment of the right to health for all. (MMS Bulletin 125, September 2012).

XIVÈME SOMMET DE LA FRANCOPHONIE: RESPONSABILITÉ PARTAGÉE ET SOLIDARITÉ INTERNATIONALE

Kinshasa, 13 octobre 2012 - Le Président français François Hollande a affirmé la volonté de la France de poursuivre le développement de financements innovants, sous forme de taxes, à l’image de la taxe sur les billets d’avion et celles sur les transactions financières déjà en place. Cet engagement fort en matière de financement de la lutte contre le sida de la part du Président Hollande est en parfaite adéquation avec la politique de « Responsabilité partagée » prônée par l’ONUSIDA, qui appelle les donateurs internationaux, et notamment francophones, à honorer leurs engagements et à agir en chefs de file. Cette politique de responsabilité partagée, prônée dans le rapport « VIH et Francophonie » présenté à Kinshasa.

UK: MINISTER RE-DEDICATES DFID TO PRIORITISING HIV AND AIDS

London, 19 October 2012 - Lynne Featherstone MP, the new Parliamentary Under Secretary of State at DFID reflected in her keynote address at the Consortium Annual General Meeting on her time as International Development spokesperson for the Liberal Democrats when she saw for herself the effects of HIV treatment during a visit to a Johannesburg township. The Minister spoke about the relationship between DFID and the UK Consortium, and then moved on to the central message of her address: "I have come here today to emphasize the UK's continued commitment to HIV. I want to make that very, very clear”.

DEUTSCHLAND: BEITRAG AN DEN GLOBALEN FONDS MINDESTENS VERDOPPELN!

Berlin, 17. Oktober 2012 - Aktionsbündnis gegen AIDS und Kindernothilfe starten zweite Phase der Kampagne „Versprechen halten – Aids besiegen". Die Kampagne fordert, den Finanzbeitrag mindestens auf 400 Mio. Euro pro Jahr zu verdoppeln. Dies wäre ein fairer Beitrag, gemessen am tatsächlichen Bedarf des Globalen Fonds’ und an der Wirtschaftskraft Deutschlands. In einem ersten Schritt fand die Parlamentarische Veranstaltung „ Der Globale Fonds – Verstärkt investieren um die HIV/Aids-Epidemie zu überwinden“ am 16.10.2012 statt zu den Herausforderungen des Globalen Fonds und Deutschlands internationalen Verantwortung.

UN THEMATIC COSULTATION: HEALTH IN THE POST-2015 DEVELOPMENT AGENDA
  1. October 2012 - In the current Millennium Development Framework (MDGs) three out of the eight goals directly refer to health conditions (maternal health; child health; AIDS, TB and Malaria). What will be the role of health in the development agenda beyond 2015? The UN is putting in place a series of thematic consultations on the post-2015 development agenda. Health is one of the 9 topics covered. The consultation on health lead by WHO and UNICEF will take place between October 2012 and February 2013. Beyond 2015 appointed the Medicus Mundi International Network to coordinate campaign input in the health consultation.

INDONESIA IN BOLD MOVE TO OBTAIN CHEAP DRUGS FOR HIV
  1. October 2012 - The Indonesian government has quietly made an order which overrides Big Pharma's patents on seven important drugs for HIV and hepatitis B, allowing local drug companies to make cheap and affordable versions for its citizens. The "government use" order was made on Setember 3rd, but with no fanfare and, as yet, no public outcry from the pharmaceutical giants who, in the past, used to defend their patents volubly and aggressively, through the courts as well as diplomatic back-channels. Times have somewhat changed, with much greater public awareness of the toll of treatable diseases and the high price of medicines in developing countries. LE FONDS MONDIAL ADOPTE UN NOUVEAU MODE DE FINANCEMENT

Johannesbourg, 28 septembre 2012 - Le Fonds mondial de lutte contre le sida, la tuberculose et le paludisme a dévoilé les premiers détails concernant son nouveau modèle de financement, qui changera la façon dont les pays sollicitent des fonds. Le Conseil d’administration a adopté les principes directeurs du modèle. Les détails du modèle sont encore en cours d’élaboration, mais certains éléments clés sont déjà connus, comme l’attribution des financements à des pays regroupés en fonction de la charge de morbidité et de la capacité de payer ou les changements dans le processus de candidature aux subventions. Le nouveau modèle poursuit également l’abandon du système de séries, selon lequel les appels à candidature étaient publiés de manière périodique, et l’adoption d’une approche qui conditionne davantage l’attribution des subventions au niveau de préparation des bénéficiaires. DEUTSCHLANDS BEITRAG ZUR NACHHALTIGEN EINDÄMMUNG VON HIV. EIN POSITIONSPAPIER DES BMZ

Das vorliegende Papier stellt dar, durch welche Schwerpunktsetzung und Massnahmen Deutschland zur Erreichung der Millenniumsentwicklungsziele beiträgt und in den kommenden Jahren beitragen wird. REALIZING SEXUAL AND REPRODUCTIVE RIGHTS. A HUMAN RIGHTS FRAMEWORK

A new briefing published by Amnesty International, explores the linkages between human rights and the improvement of sexual and reproductive health. It assesses the implementation of the ICPD Programme of Action in relation to sexual and reproductive rights. Women’s equality, their ability to make their own decisions freely and without coercion, is central to any effective population and development policy. More than 18 years since the world’s governments adopted the Programme of Action on population and development, it is clearer than ever that the autonomy of women and girls is fundamental to any effective progress. POSITIVE GAINS: PROMOTING GREATER IMPACT ON HEALTH THROUGH HIV AND AIDS PROGRAMMING

The latest policy paper from the UK Consortium on AIDS and International Development focuses on how we can learn from the response to HIV and AIDS to galvanize our approach to global health. Drawing on case studies, the paper explores the ways in which the HIV response has reverberated across health systems, playing a key role in improving access to health services and medicines, highlighting and addressing the shortcomings of national and local health systems, improving quality of care and helping to decrease stigma of marginalised populations. It also considers the role of communities as ‘critical enablers’ in the HIV response. (October 2012)

GOOD PRACTICE GUIDE: INTEGRATION OF HIV AND SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS

This Good Practice Guide brings together expertise from the HIV/AIDS Alliance global community, current research and other key external materials. This guide includes good practice in four key areas: 1. Community-based and owned approaches which put the most-affected people at the centre of the response; 2. Co-ordinating change at multiple levels to make an impact on HIV and SRH. 3. Joined up approaches to SRHR and HIV, and 4. RESULTS REPORT HIGHLIGHTS ACHIEVEMENTS OF PROGRAMMES AUPPORTED BY THE GLOBAL FUND

The Global Fund results report for 2012, entitled “Strategic Investments for Impact”, provides comprehensive information on the achievements of programmes supported by the Global Fund through June 2012, and discusses some of the strategic issues the Fund is currently addressing. One chapter describes the Global Fund’s contribution towards international targets for HIV, TB and malaria. The report also includes sections on grant performance; support for health and community systems; monitoring and evaluation; the use of new technologies; sources of Global Fund financing; and patterns of Fund disbursements. Berne | Préoccupations et développements actuels - Des intervenantes et des médiatrices APiS racontent leur expérience. La Suisse compte entre 13 000 et 20 000 femmes qui travaillent dans l'industrie du sexe. Parmi elles, beaucoup sont des migrantes. Le programme APiS- prévention du sida auprès des prostituées fait le bilan de 20 années d'engagement pour Ia sante des travailleuses du sexe en Suisse. Le réseau des organisations APiS effectue du travail de prévention sur le terrain dans 15 régions de Ia Suisse et au Liechtenstein. Mais 2012 n'est pas- uniquement- une année de rejouissances : le programme APiS est confronté de nouveaux défis.

Bâle | This year’s Novartis Foundation Symposium invites esteemed speakers and experts to assess psychosocial approaches and discuss various interventions that strive to ensure mental health and wellbeing for Africa’s children. Over 16 million children worldwide have lost one or both parents to HIV and AIDS, and most of them live in sub-Saharan Africa. In addition to those affected by chronic illness and death, many other children are confronted by the challenges of poverty and conflict. These vulnerable children face material hardship, socio-economic disadvantage, social stigma, emotional isolation and psychological trauma.

Zürich | Ces 30 dernières années, d’importants progrès ont été faits dans le traitement, la prévention, le soutien psychologique et le suivi des personnes vivant avec le VIH/sida. Malgré cela, l’humanité doit continuer à faire face à d’énormes défis dans la lutte contre le VIH/sida. La DDC, l’Office fédéral de la santé publique, l’organisation Aide suisse contre le sida et leurs partenaires se battent ensemble pour que ce thème reste toujours d’actualité. Aux côtés du conseiller fédéral Alain Berset, des intervenants engagés apporteront divers éclairages sur la question de la stigmatisation et de la discrimination dans le domaine du VIH/sida en Suisse et en Afrique.

25.01.2013 | HIV UND KINDER – ZUGANG ZU MEDIKAMENTEN

Thübingen (D) | Im Mittelpunkt der internationalen Fachtagung der Arbeitsgemeinschaft Tropenpädiatrie vom 25.-27. Januar 2013 in Tübingen stehen die Themen HIV und Kinder sowie der Zugang zu Medikamenten gerade für Kinder in wirtschaftlich armen Ländern. Dazu konnten Dr. Christoph Benn vom Globalen Fonds, Dr. Sabrina Kitaka, HIV-Spezialistin von der Makarere Universität aus Uganda, Samuel Kenneth Ong´ale von der Christian Health Association of Kenya und weitere internationale Gäste gewonnen werden.
