La violence faite aux femmes a beaucoup de visages. Combinée au VIH/sida, elle peut produire un mélange explosif, souvent mortel, car violence sexuelle et VIH/sida se favorisent et s’aggravent mutuellement. En Afrique subsaharienne, le risque d’infection par le VIH est six fois plus élevé pour une adolescente que pour un adolescent. Le mariage fait aussi courir à de nombreuses femmes un risque de contamination, car dans la plupart des sociétés, ce sont les hommes qui décident du comportement sexuel, les femmes étant alors soumises à leur volonté. L’Afrique du Sud, par exemple, connaît des taux de viol et d’infection par le VIH parmi les plus élevés du monde.

Aujourd’hui, en Afrique subsaharienne, 58 pour cent des personnes séropositives sont des femmes, et ce pourcentage ne cesse d’augmenter. D’après les données de l’ONUSIDA, la proportion de femmes au sein de la population vivant avec le VIH est passée de 35 à 48 pour cent sur le plan mondial depuis 1985. Il existe une relation directe entre, d’une part, le nombre croissant d’infections par le VIH chez les femmes – adultes ou adolescentes – et, d’autre part, la violence sexuelle qu’elles subissent et l’infériorité de leur statut social, économique et juridique.

Les inégalités hommes/femmes, le VIH/sida et les violations des droits humains est une problématique qu’aidsfocus.ch aborde régulièrement, en tirant parti des expériences des organisations partenaires. La conférence qui s’est tenue au printemps 2008 sur les conséquences dramatiques du déni des droits de propriété et de succession des femmes dans de nombreuses sociétés, tout particulièrement à l’ère du VIH/sida, en est un exemple.

Le 25 novembre 2008, Journée internationale contre la violence envers les femmes, la Section suisse d’Amnesty International lance une action sur le droit à la santé et contre la violence envers les femmes en Afrique du Sud dans le contexte du VIH/sida et de la pauvreté. aidsfocus.ch apporte son soutien à cette action, en espérant qu’elle attirera l’attention de larges milieux sur la problématique «violation des droits des femmes et VIH/sida» et que des synergies pourront en résulter. aidsfocus.ch soutient l’action d’Amnesty International lsur le droit à la santé et contre la violence envers les femmes en Afrique du Sud dans le contexte du VIH/sida et de la pauvreté. Cinquante-cinq pour cent des plus de 5 millions de personnes infectées par le VIH en Afrique du Sud sont des femmes. Leur dépendance socio-économique et la violence liée au genre ont contribué à ce taux. Les femmes séropositives, surtout si elles vivent en milieu rural, n’ont souvent pas accès aux soins. This report by amnesty international provides an analysis of patterns of human rights abuses against women who are exposed to the risk of or are already living with HIV in rural contexts of widespread poverty and unemployment. It draws on the testimonies of 37 women who, to varying extents, had experienced incidents of violence from intimate partners or strangers, were unable to secure a stable income, faced periods of hunger, but were striving to maintain their access to health services and adhere to treatment despite the consequences of poverty, stigma and their low social status. Der Bericht "Der Realität ins Auge sehen" von Human Rights Watch von 2005 zeigt, dass die steigende Zahl der HIV-Infektionen unter Frauen und Mädchen in direktem Zusammenhang mit der gegen sie ausgeübten Gewalt und ihrem ungleichen rechtlichen, wirtschaftlichen und sozialen Status steht. Die Verbindung zwischen HIV/Aids und der Verletzung der Menschenrechte der Frauen wird im Bericht anhand von Frauenrechtsverletzungen wie Häusliche Gewalt, Missachtung des Eigentums- und Erbrechts der Frauen, benachteiligende traditionelle Praktiken und sexuellem Missbrauch von Mädchen untersucht. Obwohl weltweit neun Millionen HIV-positive Menschen lebensverlängernde Aidsmedikamente brauchen, können nur 3 Millionen auch behandelt werden. HIV-Behandlungen im südlichen Afrika sind ebenso erfolgreich wie in der Schweiz, davon zeugen die Erfahrungen des Schweizerischen Roten Kreuzes in Swasiland und diejenigen von Médecins Sans Frontières in Mozambique und Swaziland.

The Reader of the aidsfocus.ch conference of 10 April 2008 in Bern: "AIDS and Livelihoods. Securing property and inheritance rights” highlights the complex interrelations between HIV and AIDS and (lack of) property rights of women and children. The laws and customs of inheritance and control of resources magnify underlying societal and gender inequalities. HIV/AIDS is exacerbating the situation by placing many more women and children in this position than ever before.

Istanbul, 21 October 2008 - More than 75 religious leaders and representatives of Hindu, Buddhist, Sikh, Jewish, Christian and Muslim faith-based organizations today formed a global interfaith network to strengthen cooperation against the global urgencies of maternal death, AIDS and poverty. The interfaith network was formed in Istanbul at the conclusion of a two-day Global Forum of Faith-based Organizations, convened by UNFPA, the United Nations Population Fund, which has partnerships with over 400 different faith-based organizations in more than 100 countries. Jacmel, 12 novembre 2008 - En raison du coût et de la répartition inégale des services de santé publique en Haïti, il peut être difficile de se rendre au centre de santé le plus proche, et si le test de dépistage du VIH/SIDA et les traitements antirétroviraux (ARV) sont gratuits, la plupart des autres services et médicaments sont payants. L’APROSIFA fait partie d’un certain nombre d’organismes haïtiens de lutte contre le sida qui ont reconnu la nécessité d’assurer la participation des hougans dans le cadre de leurs programmes VIH/SIDA. L’APROSIFA organise des ateliers pour former les prêtres vaudous à reconnaître les symptômes de l’infection par le VIH et à encourager les patients à se rendre dans les centres de santé pour se faire dépister et traiter. Johannesburg, 7 November 2008 - A new study estimates that more than 330,000 HIV-positive South Africans lost their lives between 2000 and 2005 as a direct result of government delays in rolling out a treatment programme. The researchers attributed the deaths to government policies that blocked the distribution of life-prolonging antiretroviral (ARV) drugs long after neighbouring countries had launched such programmes. October 2008 - A large gap between reported and estimated HIV/AIDS cases in Nepal makes achieving a target in the United Nations Millennium Development Goals of halting and reversing the spread of HIV/AIDS by 2015 a "far-fetched dream," Inter Press Service reports. In addition, despite $36 million in aid from the Global Fund To Fight, AIDS, Tuberculosis and Malaria, the country continues to face challenges in providing antiretroviral treatment to those living with HIV/AIDS. November 2008 - Journalists have a responsibility to report on HIV issues with accuracy and sensitivity to avoid stigmatizing people living with HIV and to clarify common misunderstandings about the disease, its prevention and transmission. Following a court case in India where unbalanced reporting led to discrimination against an HIV positive child, the Press Council of India updated its media guidelines on the coverage of HIV-related news. D’après le dernier rapport du Fonds des Nations Unies pour la Population (UNFPA), la sensibilité culturelle est indispensable à la réussite des stratégies de développement. L’inégalité entre les sexes accroît le risque d’exposition au VIH des femmes et des filles. La dépendance économique et sociale des femmes face aux hommes limite souvent leur possibilité de refuser d’engager des rapports sexuels ou de négocier l’utilisation de préservatifs. L'Organisation mondiale de la Santé a publié une nouvelle évaluation de la charge mondiale de morbidité, qui présente une image complète de l'état de santé mondial et régional. Les cinq premières causes de décès dans les pays à revenu faible sont dans l'ordre: les pneumonies, les cardiopathies, les diarrhées, le VIH/sida et les accidents vasculaires cérébraux. Partout dans le monde, les hommes âgés de 15 à 60 ans courent beaucoup plus de risques de mourir que les femmes du même âge. Ces décès sont dus essentiellement à des taux plus élevés de cardiopathies, et aux traumatismes, notamment engendrés par la violence et les conflits. (Octobre 2008)

En Suisse | L’Aide Suisse contre le Sida a placé la Journée mondiale du sida 2008 sous le thème : « Donner un signal clair contre la discrimination ! » et aimerait rappeler par là qu’il reste beaucoup à faire pour bannir du quotidien de nombreux hommes, femmes, jeunes et enfants toute trace de discrimination et de stigmatisation. Pour les années 2005 à 2010, la devise internationale de la Journée mondiale du sida est : « Stop Aids : Keep the Promise » (Stop sida : tenez la promesse). Elle rappelle aux politiciens du monde entier leur promesse faite à l’occasion de la session extraordinaire de l’Assemblée générale des Nations unies consacrée au VIH/sida en juin 2001 de s’investir davantage, tant au niveau national qu’international, dans la lutte contre l’épidémie mondiale du VIH/sida.
