Une maison est en flammes. Au prix d’efforts acharnés, vous parvenez à éteindre la majeure partie de l’incendie. Cesseriez-vous à ce moment-là de combattre le feu en coupant l’alimentation en eau sous prétexte que l’incendie est près d’être maîtrisé?

Certainement pas, me direz-vous. Car l’incendie pourrait repartir de plus belle. C’est pourtant ce qu’a fait en novembre dernier le Fonds mondial de lutte contre le sida, la tuberculose et le paludisme en coupant le robinet financier: le 11e cycle de financement a été annulé (aidsfocus.nouvelles en a rendu compte), avec des conséquences catastrophiques pour des millions de personnes vivant avec le VIH ou la tuberculose, ou concernées par ces maladies, à travers le monde.

La fermeture du robinet du Fonds mondial a été d’une des raisons qui ont conduit aidsfocus.ch à s’unir à l’Aktionsbündnis allemande et à d’autres organisations de la société civile pour tenter d’influer sur les décisions de cette instance. La Suisse partageant avec l’Allemagne et le Canada un siège au comité du Fonds mondial, il est tout naturel que des organisations de la société civile suisses, allemandes et canadiennes s’impliquent elles aussi dans le dialogue sur la politique à mener et contribuent à un Fonds mondial fort.

C’est donc avec un grand soulagement que nous avons appris que le conseil d’administration du Fonds mondial a décidé, dans sa séance des 10 et 11 mai 2012, de rouvrir le robinet financier. Grâce à une dotation financière nouvelle et encourageante, il est prévu de mettre à disposition environ 1,6 milliard de dollars pour financer, au cours de la période 2012-2014, des programmes efficaces permettant de sauver des vies et de démarrer immédiatement la concrétisation de la nouvelle stratégie ambitieuse du Fonds.

Beaucoup de travail reste à accomplir. A l’avenir, le Fonds mondial aura besoin de plus d’argent pour pouvoir répondre aux besoins et travailler plus efficacement; en outre, la société civile devra être davantage représentée à son conseil d’administration et dans les processus de mise en œuvre des décisions. Ce n’est qu’ainsi que nous pourrons atteindre nos objectifs à long terme: zéro nouvelle infection, zéro stigmatisation et zéro décès à cause du sida.

Geneva, 11 May 2012 – The Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria concluded its 26th Meeting today with broad agreement to direct more than $1.6 billion in available funding into effective programs that save lives, accelerating implementation of the Board’s ambitious strategy. Global Fund staff, with guidance from Board committees, will start to put into practice a new continuous method of evaluating and deciding on grant proposals, in consultation with implementing countries, aligned with the Global Fund’s 2012-2016 Strategy of ensuring better targeted investment and maximum effectiveness. The Board agreed to consider new funding opportunities at its next meeting in September, 2012.

Genf, 13. Mai 2012 - Mit einem neuen Geschäftsmodell will The Global Fund noch speditiver und wirkungsvoller den schlimmsten Krankheiten zu Leibe rücken. Auch wichtige Geberländer kehren zur Kasse zurück. Der Beizug eines aussenstehenden Sanierers hat beim Global Fund Wunder gewirkt. Verflogen ist die Grabesstimmung, die noch an der Herbsttagung in Ghana geherrscht hatte. Wichtige Geberländer weigerten sich, immer neues Kapital einzuschiessen, ohne Garantien zu bekommen, dass ihr Geld auch korrekt ausgegeben wird. Man habe definitiv ein neues Kapitel aufgeschlagen, sagte ein Teilnehmer am Freitag nach Abschluss der Genfer Tagung. Tatsache ist, der Fonds verfügt wieder über flüssige Mittel, um seinen Verpflichtungen nachzukommen. (NZZ)

Geneva, 10 May 2012 - The Global Fund will uphold its crucial relationship with civil society organisations (CSOs) even after the dismantling of the Civil Society (CS) Team at its Secretariat, the Director of Resource Mobilisation and Donor Relations, Christoph Benn, told GFO in a telephone interview. "Civil society engagement has made the Fund what it is today. We cannot afford to lose this element," Mr Benn said. The Civil Society Action Team (CSAT) for Eastern Europe and Central Asia (EECA) warned that the changes "could weaken civil society communication and cooperation with the Secretariat and thereby will hinder the effectiveness, risk management and sustainability of programs supported by the Fund." The Global Fund ‘55% rule’ which limits funding for middle income countries, despite many being identified by UNAIDS as having a high burden of HIV among people who inject drugs, may inadvertently prevent the Global Fund from investing adequately in countries with the highest disease burdens and greatest need. Poverty in middle income countries is exacerbated by rising income inequality. At the World Economic Forum in Davos in 2011 income inequality within countries was recognized as one of the most serious challenges facing global development. In order to achieve impact and the new strategy’s targets, the Global Fund Board should therefore revoke the 55% rule.

In "Losing Ground", Médicins Sans Frontières (MSF) identifies and describes the impact of funding shortfalls in critical areas of HIV and TB. This issue brief illustrates findings of a survey of 13 countries where MSF supports HIV and TB treatment projects. It shows some of the critical areas in which the cancellation of Round 11 are already having an impact on the ability of high prevalence countries to implement the latest, most promising strategies to combat their epidemics. Case studies from Democratic Republic Congo (DRC), Uganda, Lesotho, Malawi, Mozambique, Swaziland, Myanmar, etc. Countries simply cannot wait two years to access new funds to scale-up and improve lifesaving treatment programs. The Alliance report on the Global Fund is warning of an impending HIV/AIDS crisis following its assessment on the impact of the $2 billion shortfall announced by the Global Fund last year. Millions of people will now have to go without HIV services and many may die waiting for treatment as a result of the funding cuts the Global Fund has had to make, according to the Alliance’s report, ‘Don’t Stop Now’. Alvaro Bermejo, Executive Director, said: “We are already seeing the impact at the Alliance. In 40 per cent of the countries we work in, partners are faced with cutting critical HIV prevention, treatment and care services. This will affect over 1.5 million people. “

Genève le 25 Mars 2012 - Les associations membres et partenaires de Coalition PLUS lancent un appel au Fonds Mondial : «Rester au plus près des besoins et des réalités des personnes affectées et infectées par le VIH/sida n’est pas possible dans un processus purement comptable et nuit à la pertinence de l’action dans la lutte contre le sida… Nous voulons rappeler que la lutte contre le VIH ne pourra véritablement se faire que dans le respect des trois principes suivant : a. Impliquer les acteurs communautaires dans tout dispositif thérapeutique ou de prévention, b. Mettre les malades au coeur des dispositifs, c’est pouvoir compter sur leur responsabilisation accrue, et c. Intégrer les acteurs communautaires dans la gouvernance des financeurs nationaux et internationaux.

Berne, 17 avril 2012 – Beaucoup de personnes vivant avec le VIH/sida sont privées du droit à la santé. aidsfocus.ch, plate-forme regroupant 30 organisations humanitaires suisses, milite pour le droit de tous les êtres humains à accéder à des informations sur le VIH et à bénéficier d’une prise en charge globale en matière de traitement, de soins et de soutien. Le droit à la santé est un droit humain fondamental. Pour les 34 millions de personnes séropositives, ce droit signifie l’accès à un traitement et à des soins de santé, ainsi que la garantie de ne subir aucune discrimination. Plus de la moitié d’entre elles sont donc privées du droit à la santé, pour des raisons financières ou politiques.

Face aux critiques sur l’accord commercial anti-contrefaçon (ACTA), le Conseil Fédéral a annoncé, le 9 mai dernier, le report de sa signature. Par ailleurs, dans sa réponse écrite à la Commission de Politique extérieure du Conseil National, le Conseil Fédéral a indiqué vouloir autoriser les parlementaires à accéder aux documents de négociation – un premier pas frileux qui va dans le sens de l’une des principales revendications de la DB. La DB salue ces décisions, mais continue à se mobiliser afin que la Suisse rejette complètement cet accord antidémocratique et dangereux pour la santé publique dans les pays du Sud.

Berne, 14 mai 2012 - Le nombre de diagnostics VIH continue de reculer en Suisse. L'an dernier, 564 nouveaux cas ont été déclarés. Les autres infections sexuellement transmissibles (IST) sont en revanche en augmentation, selon le dernier bulletin de l'Office fédéral de la santé publique (OFSP) publié lundi. Le risque de s'infecter de syphilis, gonorrhée ou chlamydia a augmenté ces dernières années, aussi bien chez les personnes homosexuelles qu'hétérosexuelles.(sda-ats)

The Novartis Foundation for Sustainable Development (NFSD), together with the Regional Psychosocial Support Initiative for children affected by poverty, conflict, HIV and AIDS (REPSSI), and the Swiss Academy for Development (SAD) convened an experts’ meeting on psychosocial needs of vulnerable children on 24 April 2012 in Geneva. The meeting was part of the ongoing Geneva dialogue series hosted by the foundation on global health issues and covered issues including the heterogeneous needs of vulnerable children, current psychosocial projects, and challenges and opportunities to scale up innovative approaches.

Nairobi, 26 avril 2012 - Selon des militants kényans de la lutte contre le VIH, l’arrêt de la Haute Cour, qui estime que la définition du terme « anti-contrefaçon » utilisée dans la Loi anti-contrefaçon de 2008 est trop large, permettra de sauver des millions de Kényans et de protéger le droit à la vie des citoyens. La juge de la Haute Cour, Mumbi Ngugi, a constaté que la loi ne faisait pas clairement la distinction entre les médicaments contrefaits et les médicaments génériques. Elle a appelé le parlement à lever les ambiguïtés qui pourraient entraîner la saisie arbitraire de médicaments génériques sous couvert de lutte contre les médicaments contrefaits. (PlusNews)

April 2012 - Zum „Welttag des geistigen Eigentums“ erklärte Sandy Harnisch, Referentin des Aktionsbündnis gegen AIDS: „Geistige Eigentumsrechte sollen Anreize für Innovationen geben und so zum gesellschaftlichen Wohlstand beitragen. Im Hinblick auf die HIV/Aids-Problematik in armen Ländern können sie aber fatale Auswirkungen haben. Im Rahmen einer HIV/Aids-Therapie treten im Laufe der Zeit Resistenzen auf, die eine Umstellung der Behandlung auf neuere Medikamente erforderlich machen. Aufgrund von Patenten sind neuere HIV/Aids-Medikamente für viele der rund 14,2 Millionen Menschen, die eine lebensrettende HIV/Aids-Behandlung benötigen, unbezahlbar. Der Preis für die neusten Medikamente kann bis zu 19 Mal höher sein als für die günstigsten Medikamente der sog. ersten Behandlungslinie.“

1. April 2012 - No South African is untouched by HIV/AIDS. Many are infected with the virus, whether they are aware of their status or not, many have family or friends living with HIV, and many know someone who has died from an AIDS-related disorder. April 1, marked an important milestone in the country's response to tackling not only its HIV crisis but also its tuberculosis epidemic with the start of its new National Strategic Plan on HIV, STIs and TB 2012—2016. The plan has several broad goals: to reduce new HIV infections by at least 50%; to start at least 80% of eligible patients on antiretroviral treatment; to reduce the number of new tuberculosis infections and deaths by 50%; to ensure a legal framework that protects and promotes human rights to support implementation of the plan; and to reduce self-reported stigma related to HIV and tuberculosis by at least 50%.

Geneva, 30 April 2012 —The United Nations Secretary-General Ban Ki-moon has issued his first report on HIV to the UN General Assembly since the 2011 High Level Meeting on AIDS. In the report, he highlights the urgent need to achieve immediate, tangible results and for the AIDS response to be smarter, more strategic, more efficient, and grounded in human rights. The report, ‘United to End AIDS: Achieving the Targets of the 2011 Political Declaration’, warns that considerable gaps persist in access to HIV services, particularly for people at higher risk of exposure to HIV. Punitive laws, gender inequality, violence against women and other human rights violations continue to undermine national AIDS responses and declines in funding have the potential to jeopardize the capacity to expand access to HIV services and sustain progress over the coming years.

Bâle | Comment les ONG suisses et les organisations qui sont leurs partenaires accèdent-elles aux connaissances solidement fondées dont elles ont besoin pour travailler? La recherche appliquée est-elle un luxe que seules les grandes organisations peuvent se permettre? Les petites ONG peuvent-elles et doivent-elles faire elles aussi de la recherche appliquée, par exemple en partenariat avec des établissements de recherche locaux ou internationaux? Cet atelier sera une occasion, pour les organisations suisses de coopération en matière de santé, d’échanger leur expérience et de tirer des enseignements les unes des autres.
