Après le Conseil national, le Conseil des Etats a également approuvé le nouveau Message sur la collaboration internationale de 2013-2016 et en conséquence, une augmentation de l'aide au développement. aidsfocus.ch est ravie de cette décision solidaire. Le nouveau Message reconnaît l'importance de la santé pour le développement mondial et la nécessité d'un renforcement de l'engagement de la Suisse. Le Fonds mondial de lutte contre le sida, la tuberculose et le paludisme est mentionné comme étant l'une des 13 organisations multilatérales prioritaires avec laquelle coopère la DDC. « Une augmentation substantielle du montant alloué a été prévue pour la période de 2013–2016 », voilà ce qui est écrit dans l'annexe du texte du Message.

Il est cruellement nécessaire que la Suisse s'engage davantage en matière de santé internationale et de lutte contre le sida. Comparée au reste de l'Europe, la Suisse est à la traîne en termes de coopération internationale pour la santé et de réponse au sida. En 2012, la Suisse a versé la somme modique de 8,7 millions de dollars US en faveur du programme du Fonds mondial. En comparaison européenne : cette année, le Danemark a attribué 29,3 millions de dollars US au Fonds mondial, les Pays-Bas 31,4 millions de dollars US, l'Allemagne 254,9 millions de dollars US et la France 452,8 millions de dollars US. Cela ne donne pas une très bonne image de la Suisse, encore privilégiée et largement épargnée par la crise financière. aidsfocus.ch va œuvrer pour que la Suisse augmente substantiellement sa contribution l'année prochaine.

Berne, 11 septembre 2012 - La Confédération devrait libérer 11,35 milliards de francs pour l'aide au développement entre 2013 et 2016. Le Conseil des Etats s'est rallié mardi au National et, par 28 voix contre 15, a approuvé ces crédits-cadre. La Suisse pourra relever la part du revenu national brut affectée à ce but à 0,5% en 2015. Cet engagement a été pris l'an dernier par le Parlement, a rappelé Felix Gutzwiller (PLR/ZH) au nom de la commission. Et de mettre en avant les très bonnes notes obtenues au niveau international par l'aide humanitaire helvétique. Cette dernière permet en outre d'atténuer le gouffre entre riches et pauvres, et de réduire le risque de conflits. (ats/ Newsnet)

Le comité directeur du Fonds mondial se réunit à Genève le 12 septembre 2012. L'occasion pour aidsfocus.ch de revenir sur l'action du Fonds mondial de lutte contre le SIDA, la tuberculose et le paludisme, pour en évaluer la pertinence et l'efficacité. Et aussi le moment pour faire le playdoyer pour une augmentation substantielle de la contribution Suisse l'année prochaine. La clé pour vaincre le SIDA, c'est de fournir à toutes et tous des médicaments efficaces et peu chers pour traiter et prévenir, et notamment aussi pour empêcher la transmission du virus de la mère à l'enfant.

The Bulletin of Medicus Mundi Switzerland, the reader of the aidsfocus.ch conference 2012, publishes recent and inspiring stories of local level advocacy as well as advocacy on an international level. We can learn from our Southern partners from South Africa, Zimbabwe, Tanzansia and India. Young people living with HIV who were trained in leadership and advocacy now dialogue with the government, and whenever necessary, also demonstrate in front of the respective offices in order to get the medication and what is due to them. Advocacy is a key component in the struggle towards an AIDSfree future and the fulfilment of the right to health for all. The aidsfocus.ch conference was an inspiring first act towards a stronger commitment and advocacy for health for all and social justice – precondition and guarantee for a future without AIDS. Die Verbreitung des HI-Virus in Kuba hat in den letzten Jahren weiter zugenommen. Die in diesem Jahr vorliegenden Zahlen der Personen mit HIV-Infektion zeigen, wie wichtig es ist, die Strategie der Prävention besser auf Zielgruppen auszurichten. Seit 2003 engagiert sich mediCuba-Suisse in der Provinz Mantanzas beim Aufbau eines Präventionsprogramms. Heute können wir einen Erfolg dieser Bemühungen feststellen: Zwar steigt auch in Matanzas die Zahl der Neuansteckungen immer noch, jedoch in deutlich geringerem Ausmass als im landesweiten Durchschnitt. Seit 2001 wird in der Provinz Matanzas schrittweise ein Präventionsansatz für eingeführt, der sich durch soziale Kommunikation und Partizipation auszeichnet. (Bulletin mediCuba-Suisse, Juli 2012)

New Delhi, 11 September 2012 - Swiss drugmaker Novartis told India's top court it had demonstrated the improved efficacy of its cancer drug Glivec as the final hearing began on Tuesday of a patent case that could change the rules for the country's healthcare sector. A patent would recognize Novartis' property rights, in a blow to generic drugmakers who supply medicines to 1.2 billion Indians and to poorer nations across the world. A loss for Novartis in the case would not have a big financial impact, since India is never likely to account for more than a small fraction of Glivec's global sales, which totaled $4.7 billion last year. The real concern for the industry is that a rebuff would confirm India as a country where patents are exceptionally hard to secure. (Reuters)

New Delhi/Geneva 11 September 2012 – Swiss pharmaceutical company Novartis heads to the Indian Supreme Court today in New Delhi, in a final bid to undermine a key public health safeguard in Indian patent law specifically designed to prevent drug companies from abusive patenting practices which keep medicine prices high. If successful, the move would have a devastating impact on access to essential medicines across the developing world, according to Médecins Sans Frontières (MSF), which relies on affordable generic drugs produced in India to carry out its work in 68 countries. “For six years, Novartis has been trying to browbeat India into changing a part of its patent law that protects people’s access to affordable medicines, not corporate profits”, said Leena Menghaney, Manager of MSF’s Access Campaign in India.

Kampala, Kinshasa, Mbane, Nairobi, 22 août 2012 - Les médecins, les infirmiers, les militants et les décideurs jouent tous un rôle essentiel dans les programmes de lutte contre le VIH en Afrique. Il ne faut cependant pas oublier qu’ils bénéficient du soutien sans faille de toute une armée d’agents de santé communautaires, salariés ou bénévoles, qui prennent soin des malades. La crise financière au Swaziland, qui va en s’aggravant, a eu de graves répercussions sur le système de santé. Les infirmiers se mettent régulièrement en grève pour manifester contre le manque de sécurité au travail et la faiblesse des salaires. Dans ce contexte, les Swazis dépendent de plus en plus des bénévoles communautaires pour combler les lacunes du secteur de la santé publique. (IRIN)

Genève, 8 août 2012 – En janvier 2008, lorsque les membres du personnel de la Communauté internationale des femmes vivant avec le VIH/sida (ICW) ont lancé une série de tables rondes avec des femmes vivant avec le VIH en Namibie pour discuter de leurs expériences, ils étaient loin de se douter de ce qu'ils allaient découvrir. Sur les 230 femmes interrogées, la plupart ont raconté avoir été victimes d'une forme ou l'autre de discrimination au sein des services de santé et près de 20 % ont affirmé avoir subi une stérilisation forcée. Plusieurs femmes ont dit avoir été obligées de signer des formulaires de consentement alors qu'elles souffraient terriblement ou après le travail, sans avoir été correctement informées avant l'opération de stérilisation.

In November 2012, the „African Gender and Media Initiative“ (AGMI) interviewed forty women living with HIV (WLHIV) who reported having undergone unwanted sterilization procedures in Kenyan health facilities. The analysis of data from those interviews resented here illustrates a preliminary snapshot of what may be a country-wide problem of non-consensual sterilization of WLHIV in Kenya. For the purposes of this study, coerced sterilization is defined as the use of financial or other incentives, misinformation or lack of information about the procedure and its consequences, or fear of bodily harm or denial of medical services deployed to influence an individual to undertake the procedure or permit the procedure to occur.

Washington, 30 juillet 2012 - S’il est déjà difficile de supporter les maux et les douleurs qui accompagnent généralement la vieillesse, l’âge apporte un lot encore plus grand de maladies chroniques et de médicaments aux porteurs du VIH. De nombreux systèmes de santé ne sont pas prêts à faire face à ce phénomène relativement nouveau. Environ trois millions de personnes de 50 ans et plus en Afrique subsaharienne seraient porteuses du VIH, soit 14 pour cent de tous les adultes infectés. Les personnes âgées avaient encore des relations sexuelles, et souvent des relations à risque et avec des partenaires multiples. Ignorées par les campagnes de sensibilisation au VIH, les personnes âgées n’en savent souvent pas assez sur le virus et les manières de l’éviter. (PlusNews)

The new UNAIDS report contains the latest data on numbers of new HIV infections, numbers of people receiving antiretroviral treatment, AIDS-related deaths and HIV among children. It highlights new scientific opportunities and social progress which are bringing the world closer to UNAIDS vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. The report also gives an overview of international and domestic HIV investments and the need for greater value for money and sustainability. Calling for global solidarity and shared responsibility, the UNAIDS report contains commentaries from global and community leaders as well as people living with and affected by HIV. (July 2012)

The MSF report maps progress across 23 countries on HIV treatment strategies, tools and policies needed to increase treatment scale-up. The results show that governments have made improvements to get better antiretroviral treatment (ART) to more people, but implementation of innovative community-based strategies is lagging in some countries. The study, a collaboration with UNAIDS, looked at 25 indicators in each country, ranging from coverage of ART and prevention of mother-to-child transmission (PMTCT), to whether nurses instead of doctors can start patients on HIV and TB treatment—critical to relieving the burden on health systems and to getting treatment further into communities—and how many health facilities in each country offer ART.

Geneva, 15 August 2012 - The cancellation of Round 11 by the Global Fund has had a significant impact on programmes to fight AIDS, TB and malaria including, in particular, programmes being implemented by civil society organisations (CSOs). Programme scale-up and even some essential life-saving interventions that were planned by countries were halted. Countries like Swaziland, Malawi and Zimbabwe are concentrating on safeguarding supplies of medical commodities. In the process, they are shifting budgets away from human rights programming, community mobilisation, community programme design and delivery, politically sensitive programmes for most-at-risk populations (MARPS), and community systems strengthening (CSS) - with adverse effects on civil society organisations (CSOs).

Basel | Das diesjährige Symposium der Novartis Foundation für nachhaltige Entwicklung widmet sich thematisch der psychosozialen Unterstützung für Kinder in Afrika. Weltweit haben über 16 Millionen Kinder einen oder beide Elternteile durch HIV und AIDS verloren. Die meisten davon leben in Afrika südlich der Sahara. Neben der Bedrohung durch chronische Krankheit und Tod sehen sich viele weitere Kinder mit Herausforderungen wie Armut und Konflikten konfrontiert. Die betroffenen Kinder leben in materieller Not, sind sozioökonomisch benachteiligt, gesellschaftlich stigmatisiert, emotional isoliert und psychisch traumatisiert.

Berlin | Fachtagung des Aktionsbündnis gegen AIDS anlässlich seines 10-jährigen Bestehens: Seit 10 Jahren setzt sich das Aktionsbündnis gegen AIDS in der Öffentlichkeit und im politischen Entscheidungsprozess dafür ein, dass sich Deutschland und Europa der internationalen Verantwortung stellen und die globale Antwort auf HIV mit Solidarität und Weitsicht unterstützen. Januar 2013 in Tübingen stehen die Themen HIV und Kinder sowie der Zugang zu Medikamenten gerade für Kinder in wirtschaftlich armen Ländern.
