Chères lectrices et chers lecteurs,

Cette année - au vu de 2015 - les jalons de l'agenda pour un développement durable de l'après-2015 seront posés. Avec le programme l'après-2015, la communauté mondiale veut poursuivre le processus des objectifs du Millénaire pour le développement.

Sous certains aspects, les objectifs du Millénaire pour le développement ont apporté de bonnes choses et ont donné sensiblement un nouvel élan à l'engagement mondial en faveur de la prévention et du traitement du VIH. Mais ils ont été déficients en matière de droits sexuels et reproductifs et n'ont pas «mesuré l'ampleur» de la violence faite aux femmes.

La violence sexuelle est la violation la plus largement répandue et la plus tenace des droits fondamentaux de l'homme. Sur toute la planète, la violence sexuelle a des conséquences destructrices à long terme, non seulement pour les femmes, mais encore pour les enfants, les hommes, les familles et la société en général.

L'agenda de l'après-2015 veut apprendre des carences des objectifs du Millénaire et part d'une approche globale, complète pour un développement durable. La considération et l'encouragement des droits de l'homme est une exigence et un point de départ majeurs. Nombre d'organisations et d’institutions de société civile et étatiques – même la Suisse officielle - exigent qu'autant la santé que l'égalité entre les hommes et les femmes soient intégrées en tant qu'objectifs à part entière dans l'agenda de l'après-2015. Le Réseau Medicus Mundi Suisse et aidsfocus.ch soutiennent ces objectifs et défendent la Couverture sanitaire universelle (CSU), c.-à-d. l'accès pour tous aux soins de santé et à la sécurité sociale. Il s'agit de l'accès à la santé sexuelle, reproductive et aux droits ainsi qu'à la prévention du VIH, au traitement et aux soins, sans oublier l'accès aux conditions de vie permettant aux hommes et aux femmes de développer au maximum leurs potentiels de santé.

Mais qu'en est-il de la violence envers les femmes et de la violence sexuelle? Ce sujet menace-t-il encore de passer au travers de la grille des objectifs pour le développement?

aidsfocus.ch appréhendera le sujet lors de la conférence «Addressing sexual violence and HIV» qui aura lieu le 10 avril 2014 à Berne. En partant d'expériences traitant de la violence sexuelle et du VIH en Afrique et en Suisse, nous discuterons des conséquences pour l'orientation future du programme de travail et pour l'agenda mondial de développement. Sexual violence is a fundamental violation of human rights and has a direct impact on the health and wellbeing of people, especially women. Research shows that violence is a major cause of HIV transmission, but also a consequence of HIV infection. The aidfocus.ch conference explores how sexual and gender based violence increases vulnerability to HIV, AIDS and other STIs. It highlights current interventions to address the consequences of sexual violence on the health of women, children and men. Based on experiences and best practice, the conference will explore programming and key actions addressing the consequences of sexual violence. March 2014 – “During the deliberations on the Commission of Status of Women, at the United Nations last week there was some strong resistance to talk about human rights as central to development... So we are facing a very complex moment in the Post 2015 agenda negotiations, where the whole idea of development has been disconnected from human rights. While in NY, we realized that unless we say now that it is totally an absurd, we will keep losing terrain. This “Civil Society Red Flag” letter was drafted in response to this backlash. While visiting Bern for official meetings, the representatives of the GF make a special point to have a meeting with civil society. The purpose of the meeting is to get an update on the overall outcome of the replenishment and on how this funding will now be allocated to the countries through the new funding model.”

Alle zehn Minuten wird in Südafrika eine Frau vergewaltigt. Fast jede zweite junge Frau unter 18 Jahren wurde bereits einmal Opfer einer Vergewaltigung. Die Partnerorganisation von terre des hommes schweiz, LifeLine, unterstützt die Opfer und leistet grosse Präventionsarbeit in Südafrika. Sinikiwe Biyela, Direktorin von LifeLine Pietersmaritzburg, wird über die Arbeit von LifeLine berichten. In der LifeLine-Anlaufstelle in der Stadt Escourt wurden im Jahr 2013 1036 Mädchen und Frauen betreut. Die freiwilligen Helfer in der Aufklärungsarbeit erreichen in den Gemeinden jährlich etwa 5000 Menschen. Daneben bildet LifeLine jährlich 20 arbeitslose Jugendliche zu Gemeindearbeitern aus, die nach ihrem zweijährigen Praktikum bessere Chancen haben.

Apostolic faith communities believe in prophets and healers and take a critical attitude in rela-tion to Western medecine. A UNESCO-study shows that there are very diverse tendencies within one religious community: The use of modern health care services and drugs is rigorous-ly forbidden for ultra-conservative Apostolics, whereas semi-conservative groups recognise and use modern medicine as secondary options to faith healing and church. Genève, 24 mars 2014 — À l’occasion de la Journée mondiale contre la tuberculose, l’ONUSIDA lance un appel urgent pour intensifier les activités au niveau mondial afin d’assurer un dépistage et un traitement plus précoces de la tuberculose et du VIH. La tuberculose reste l’une des principales causes de décès parmi les personnes vivant avec le VIH. En 2012, on estimait à 1,1 million le nombre de nouveaux cas de tuberculose chez les personnes vivant avec le VIH – 75% des nouveaux cas survenant parmi les personnes qui vivent en Afrique. Le double impact de la tuberculose et du VIH est dévastateur pour des millions d’individus et leurs familles. C’est inacceptable, car la tuberculose est à la fois évitable et guérissable.

Genève, le 4 mars 2014—La Fédération internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge et le Programme commun des Nations Unies sur le VIH / SIDA (ONUSIDA) ont signé un protocole d’accord visant à intensifier les efforts entrepris pour améliorer l’accès au dépistage et au traitement du VIH. La Fédération internationale et l’ONUSIDA entendent mettre en commun leur expertise et leurs capacités afin de soutenir la mise en œuvre de l’initiative Traitement 2015 et développer un modèle communautaire permettant d’élargir l’accès au traitement du VIH. «L’expérience que nous avons acquise depuis des décennies en matière de campagne de dépistage du VIH, d’observance et d’adhésion au traitement permettra de mettre en place un modèle de prestations efficace au niveau communautaire», précise Bekele Geleta, Secrétaire général de la Fédération internationale.

1. March 2014 - Last week Uganda enacted a law that will further criminalise LGBTI people. Already, the impact is very real. We hear from John, an inspiring young HIV activist from Uganda. “Over the last three years, the community has become more determined; they have found a new confidence about accessing services”. Until last week, the clinic was seeing 20 to 25 young men each day – in addition to fielding telephone calls for advice. Many of the peer workers at the clinic are also ‘treatment buddies’ for young men living with HIV. At the clinic they are already seeing the effect of the anti-homosexuality act. John explains, “the doctors came as usual this week, but the youth did not. Only a few showed up. They are scared.”

The International Planned Parenthood Federation’s (IPPF) new report maps country progress on sexual and reproductive health and rights and provides a compelling case for putting it at the heart of the post-2015 framework. The report includes a “data tracker” that demonstrates progress on a wide range of issues spanning from equality legislation, contraceptive prevalence rates, abortion, female genital mutilation to violence against women and early and forced marriage. PPF's new report reveals that sexual and reproductive health and rights are still nowhere near high enough up on the UN’s list of priorities. Without this, the next development framework cannot hope to end poverty. (March 2014)

The programming tool by WHO provides evidence-summaries for 16 programming approaches for preventing and responding to violence against women in the context of the HIV epidemic. Four areas where changes needs to happen: empowerment of women through integrated, multi-sectoral approaches; transforming social and cultural norms related to gender; integrating violence against women and HIV services; and promoting and implementing laws and policies related to violence against women, gender equality and HIV. A key feature of this tool is an inter-active programming wheel that summarizes the 16 ideas and the core values that must guide all programming on violence against women. (2013)

To improve retention on ART, Médecins Sans Frontières, the Ministry of Health and patients piloted a community-based antiretroviral distribution and adherence monitoring model through Community ART Groups (CAG) in Tete, Mozambique. By December 2012, almost 6000 patients on ART had formed groups of whom 95.7% were retained in care. MSF conducted a qualitative study to evaluate the relevance, dynamic and impact of the CAG model on patients, their communities and the healthcare system. The study showed that through the active role of patients, HIV information could be conveyed to the broader community, leading to an increased uptake of services and positive transformation of the identity of people living with HIV. Injecting drug use continues to drive the HIV epidemic in many countries around the world. According to the United Nations Office on Drugs and Crime (UNODC) in 2013 it was estimated that between 11 million and 22 million people inject drugs globally and that 1.6 million were living with HIV. UNAIDS released an advocacy brief “Harm reduction works” which gives examples from around the world on the importance of investing in HIV prevention, treatment, care and support programmes for people who use drugs; the need to engage people who use drugs in programme development; and the importance of implementing strong and effective harm reduction programmes.
