BULLETIN ÉLECTRONIQUE DE LA PLATE-FORME SUISSE «VIH/SIDA ET COOPÉRATION INTERNATIONALE»

La réunion de haut niveau sur la fin du sida à New York la semaine prochaine peut-elle satisfaire les attentes?

Chères lectrices et chers lecteurs d'aidsfocus,

Les préparatifs relatifs à la réunion de haut niveau sur la fin du sida au siège de l'ONU à New York du 8 au 10 juin tournent à plein régime. Les 193 États membres des Nations Unies et plus de 560 représentants et représentantes de la société civile et d'ONG sont attendus. La nouvelle Déclaration politique sur le VIH et le sida est vigoureusement discutée depuis un mois. Elle constitue un fondement important pour mettre un terme à l'épidémie de sida d'ici à 2030. Pourtant dans le monde entier, la société civile craint que cette rencontre de premier plan ne satisfasse pas les obligations politiques et financières souhaitées pour endiguer réellement le sida d'ici à 2030.

Préalablement à cette réunion, plusieurs organisations non gouvernementales (ONG) n'ont pas reçu l'autorisation de participer de la part de pays conservateurs tels que la Russie, le Cameroun, la Jamaïque (pour mentionner quelques ’uns), ce qui fait figure de scandale. Ces ONG s’engagent pour les droits de groupes menacés par le VIH tels que les lesbiennes, les homosexuels, les bisexuels, les transsexuels et les intersexués (LGBTI) ainsi que les consommateurs de drogue.

Le libellé de la déclaration politique sur le VIH et le sida de 2016 est très progressif en matière de respect des droits de l'homme, éducation complète sur la sexualité, d'égalité des sexes fondée sur le genre, de violence et d'autonomisation des femmes. Depuis le début de l'année, la société civile du monde entier prend part de manière active aux négociations et intervient, sur le plan région et à l'échelle nationale, en faveur d'un fort développement de la déclaration politique. Le 10 juin, la déclaration politique sur le VIH et le sida Zero Draft – On the Fast-Track to End AIDS in the age of Sustainable Development doit être votée par l'assemblée générale des Nations Unies. Il n'est pas encore certain que cette attitude progressive demeure.

Conjointement avec la Zambie, la Suisse est co-directrice lors de cette réunion de haut niveau sur la fin du sida à New York. Nous partons à New York avec une grande délégation sous la direction du conseiller fédéral Didier Burkhalter avec des représentants et des représentantes de l'administration et de la société civile.

En tant que médiateur lors des négociations internationales sur le VIH/sida, la Suisse envoie un signe fort dans la lutte contre le VIH/sida. La participation de Medicus Mundi Suisse en tant que représentant de la société civile montre également à quel point l'inclusion de la société civile dans la lutte contre le VIH/sida est importante. Ceci témoigne du large engagement de la Suisse pour atteindre les objectifs de développement durable: l'épidémie de sida doit être endiguée d'ici à 2030.

Health in Fragile Contexts

At the same time, fragility of a state is considered as one of the main causes for malfunctioning health services. Emergency situations aggravate such situation and reveal the weaknesses of the system. These settings evoke not only questions on how to adapt to shaking working environment or on sustainability, but also whether health programmes could make a contribution to reduce fragility.
