Décembre 2011

A l’occasion de ce passage d’une année à l’autre, j’ai réuni quelques bonne nouvelles de la communauté de pratique sur le VIH/sida.

Nous avons été ravis d’apprendre que Linus Jauslin, ancien secrétaire général de l’association Le sida & l’enfant et membre actif de longue date de la plate-forme aidsfocus.ch, a reçu le Kanebo Award pour son engagement infatigable au service des enfants et adolescents touchés par le sida ici, en Europe de l’Est et en Afrique australe et orientale. Nous l’en félicitons chaleureusement.

De bonne nouvelles nous parviennent de l’hôpital Dareda, en Tanzanie. Ici, toutes les futures mamans peuvent bénéficier d’un test de dépistage du VIH dans le cadre des examens prénataux. Les femmes dépistées positives bénéficient de conseils et sont intégrées au programme de prévention de la transmission verticale du VIH. Grâce à l’appui de SolidarMed, elles pourront, malgré leur séropositivité, avoir la joie de mettre au monde un enfant en bonne santé.

Une autre expérience heureuse est le Training of Trainers Workshop, un atelier consacré au travail de mémoire fondé sur la recherche de solutions, qu’aidsfocus.ch a pu organiser à fin septembre en Ouganda. Cet atelier a né de l’initiative de CO-OPERAID et a été rendu possible grâce au soutien financier de l’Œuvre Sainte-Elisabeth/Ligue suisse de femmes catholiques et de l’Aide Suisse contre le Sida. Les 28 femmes et hommes qui y ont participé m’ont impressionnée par leur implication, leur sérieux et leur état d’esprit positif, ainsi que par la qualité des plans annuels qu’ils et elles ont élaboré pour la mise en pratique des connaissances acquises.

Nous nous sommes réjouis également du discours engagé prononcé par Hilary Clinton le 6 décembre 2011 à Genève, dont le sujet était: «les droits des homosexuels font partie des droits humains et les droits humains s’appliquent aussi aux homosexuels». C’est là un jalon important dans la lutte pour la reconnaissance des droits sexuels et contre la propagation du VIH/sida. La discrimination et la stigmatisation dont sont victimes les personnes homosexuelles, bisexuelles et transsexuelles (lesbiennes, gays, bisexuels et transgenres, LGBT) dans beaucoup de pays n’est pas seulement une violation des droits humains, mais une des causes de la propagation du VIH/sida. Le gouvernement du Malawi a annoncé, voici quelques jours, son intention de dépénaliser l’homosexualité, très vraisemblablement sous la pression des pays donateurs.

Last but not least: le Message 2013-2016 sur la coopération internationale de la Suisse, qui arrivera l’an prochain devant le Conseil fédéral et le Parlement, accorde une plus grande importance à la santé en tant que thématique mondiale. Les revendications d’aidsfocus.ch et du Réseau Medicus Mundi Suisse ont ainsi été entendues et prises en compte, et de l’espace et des ressources ont été créés pour un engagement renforcé de la Suisse dans le domaine du VIH/sida.

Ce sont ces petits et grands succès qui nous donnent courage et énergie pour rester mobilisés tous ensemble en vue de la réalisation de notre objectif: un avenir sans sida.

Zürich, 6. Dezember 2011 - Für seinen ausserordentlichen Einsatz für aidsbetroffene Kinder und Jugendliche durfte der ehemalige Generalsekretär von Aids &Kind;, Linus G. Jauslin, den mit CHF 3'000 dotierten Preis entgegennehmen. Das Preisgeld gibt er an den Verein Swiss HIV+ Group weiter. Der Verein organisiert vierteljährliche thematische Treffen von HIV-positiven Jugendlichen, die der psychosozialen Stärkung der Jugendlichen dienen und ihnen durch die Auseinandersetzung mit speziellen Themen und gemeinsames Erleben und die Kraft für den oftmals schwierigen Alltag mit dem Virus gibt.

Jedes Jahr infizieren sich 380‘000 Kinder mit HIV. Fast alle haben sich vor oder während der Geburt oder beim Stillen angesteckt. Die Übertragung des Virus von der Mutter auf das Kind kann jedoch effektiv verhindert werden. Dies zeigt das Engagement von SolidarMed im Dareda-Spital in Tanzania. Die wartenden Frauen sind selber HIV-positiv. Ihre Kinder sind es nicht. Das von SolidarMed unterstützte Spital ist gut gerüstet im zermürbenden Kampf gegen HIV. Gemeinsam wurde in den vergangenen Jahren eine Therapie für Schwangere etabliert, die Babys vor der Übertragung des HI-Virus von der Mutter auf das Kind schützt.

Solution-focused memory work recognises each individual as the expert of his or her own life. This gives them the self-confidence, assurance and courage to see one's own future in a new light, and to fashion one's own destiny. Helena Zweifel, Coordinator of aidsfocus.ch was invited by CO-OPERAID to facilitate a training-of-trainers workshop on solution-focused memory work with their partners in Uganda. The aim of the workshop was to experience the process of making a memory book yourself, creating a book of your own and getting to know the methods, tools and the approach practiced in solution-focused memory work. The most important aim, however, was for participants to be able to implement the knowledge acquired in the workshop in practice.

Geneva, 6 December 2011 - Recognizing that America’s own record on LGBT equality is “far from perfect,” Secretary of State Hillary Clinton called on nations around the world to recognize that “gay rights are human rights and human rights are gay rights,” during a speech in Geneva, Switzerland. Clinton’s address builds on a memorandum President Obama issued earlier today directing all agencies to “promote and protect the human rights of LGBT persons.” Clinton also announced that the administration is launching a $3 million global equality fund to support the work of civil society organizations working on these issues around the world.

1. December 2011 - Malawi’s Justice Minister has said he will “review a series of controversial laws, including a ban on homosexual acts” in the aftermath of Secretary of State Hillary Clinton’s call on nations around the world to treat gay rights as human rights. “In view of the sentiments from the general public and in response to public opinion regarding certain laws, the government wishes to announce to the Malawi nation that it is submitting the relevant laws and provisions of laws to the Law Commission for review,” he said. Last year, “a gay couple were sentenced to 14 years in prison for sodomy, after they held an engagement ceremony in the city of Blantyre.” U.K. Prime Minister David Cameron has also threatened to cut off aid to nations that criminalize gay behavior.

To highlight the successes of the HIV response, and the need to continue a strong response, KHANA, the largest national NGO working with HIV in Cambodia, has prepared a photo story book featuring the challenges, joys and hopes of people living with or affected by HIV. The rate of HIV in Cambodia has been reversed thanks to a combination of leadership from the government, commitment from international donor agencies, and engagement from civil society organisations. A key element of the response has been the efforts of countless people in communities affected by HIV, working tirelessly to provide and promote HIV prevention, treatment and care services.

Berne, 9 décembre 2011 - Les droits sexuels sont les droits humains appliqués à la sexualité, comme le droit à l'autodétermination, à la sécurité ou à l’intégrité physique. SANTE SEXUELLE Suisse (anciennement PLANeS) et l’Aide Suisse contre le Sida organisent à Fribourg le premier colloque national dédié à ces droits à l'occasion de la Journée internationale des Droits humains le 10 décembre. Les deux organisations ont adopté une résolution commune sur ces droits. La promotion de la santé sexuelle et reproductive passe obligatoirement par une bonne connaissance des droits sexuels et par la capacité à se positionner en conséquence. Ces droits jouent donc un rôle essentiel dans le domaine de la prévention.

Basel, 30. November 2011 - Die internationale Gemeinschaft trocknet den im Kampf gegen Aids erfolgreichen Globalen Fonds finanziell aus. Betroffen sind 34 Millionen Menschen mit HIV, die meisten von ihnen in den Ländern des südlichen Afrikas. Zum Weltaidstag fordert aidsfocus.ch die Schweizer Regierung auf, ihren Beitrag im Kampf gegen Aids zu leisten und die finanzielle Unterstützung des Globalen Fonds zu erhöhen. Die Kürzung der Gelder hat drastische Auswirkungen in Entwicklungsländern, in welchen die Behandlungen von 70% der HIV-PatientInnen durch Gelder des Globalen Fonds ermöglicht werden.

Der Kampf gegen HIV/Aids verlangt auch ein Überdenken der Rollen von Frau und Mann. Deshalb hat mission 21 in Basel zum Welt-Aids-Tag ein Gespräch veranstaltet mit Emery Mpwate, Aids-Berater von mission 21 für Afrika, und Audrey Drabe vom ökumenischen Aids-Pfarramt beider Basel. Grussworte sprachen die Nationalrätin Silvia Schenker und Helena Zweifel von aidsfocus.ch. Emery Mpwate berichtete, dass unsere „Brüder und Schwestern mit HIV/Aids“ in Afrika immer noch häufig ausgegrenzt würden. Über die Krankheit zu reden falle da umso schwerer. Im Kampf gegen die Epidemie müssten insbesondere die Männer stärker miteinbezogen werden, forderte der Mitarbeiter von mission 21.

Zürich, 1. Dezember 2011 - Die Übertragungsrate mit dem HI-Virus von Eltern auf ihre Kinder ist weiterhin extrem hoch. Mit der „ Initiative Hoffnung“ bekämpft World Vision in seinen Patenschafts- und Schwerpunktprojekten HIV und Aids auf breiter Front. Jedes Patenschaftsprojekt verfügt über ein Budget, um Aktivitäten gegen HIV und Aids zu realisieren. Die Projektaktivitäten decken in Gebieten mit hoher Infektionsrate ein breites Spektrum ab: von der Vorbeugung durch Aufklärung, über die Ermöglichung des Zugangs zu HIV-Tests und Medikamenten, bis hin zur Betreuung von Aidswaisen.

In Afrika, wo Kinder und Jugendliche den Grossteil der Bevölkerung stellen, hat diese Aussage ihre besondere Berechtigung. Der neue "fepa Prospekt" stellt drei innovative Jugendprojekte in Zimbabwe und Tansania vor. Eines davon ist das von BHASO (Batanai HIV&Aids; Support Organisation) in Zimbabwe initiierte Programm zur umfassenden Unterstützung von Aidswaisen: Dabei geht es nicht nur um materielle, sondern auch um psychosoziale Unterstützung. Viele der Jugendlichen sind mit der Immunschwäche geboren worden. Für sie ist die Verfügbarkeit von Medikamenten eine Überlebensfrage. Dafür setzt sich das Advocacy-Team von BHASO ein.

Geneva, 15 December 2011 - The Global Fund has launched its Transitional Funding Mechanism (TFM) as a replacement for Round 11, which the Fund cancelled. Applicants are encouraged to re-programme existing grants where possible to help maintain essential services. Applicants can apply for funding for essential prevention, treatment and/or care services that meet all of the following three conditions: (a) the services are currently supported by the Global Fund; (b) the services face disruption because Round 11 was cancelled and because one or more existing grants will end soon; and (c) there are no alternative sources of funding for these services.

Mbawane, 13 December 2011 - A new wave of HIV activism is rising in Swaziland as people living with HIV take to the streets in protest, many for the first time in their lives, over continued shortages of antiretroviral (ARV) treatment. “The leaders of the HIV support groups are joining the marches because they know that government leadership lacks the political will to meet the needs of people living with HIV and AIDS.” said Thandi Nkambule, director of the Swaziland Network for People with HIV and AIDS (SWANEPHA). About a quarter of all adult Swazis are living with HIV and about 47,000 patients nationally were on ARVs at the end of 2009, according to UNAIDS.

Addis Ababa, 8 December 2011 - When the Global Fund's Deputy Executive Director, Debrework Zewdie, was about to remind audience members that the Global Fund's commitment to treat Africa's HIV/AIDS population is not in demise, a column of nearly 100 activists silently marched through the plenary carrying signs pressuring African governments and donors to recognize ownership of the AIDS epidemic. The final plenary session of ICASA 2011 left the audience with a notion of hope and urgency that despite the Global Fund's cancellation of Round 11 disbursements, the organization will continue to campaign, raise funds and place pressure on governments in both the donor and recipient arenas.

Johannesburg, 5 décembre 2011 - Le Fonds mondial de lutte contre le SIDA, la tuberculose et le paludisme est aujourd’hui à la croisée des chemins et bien loin de ce qu’il était au moment de sa création. Son déficit s’élève en effet à 6 milliards de dollars et il a été contraint d’annuler son dernier appel à projets. Dans cette chronologie, IRIN/PlusNews revient sur l’historique d’un mécanisme de financement international qui a révolutionné la lutte contre le VIH et permis à 2,8 millions de personnes d’obtenir un traitement contre le VIH. Novembre 2011 - Le Fonds mondial met en œuvre des réformes en réponse aux recommandations du groupe d’experts de haut niveau. Son Conseil d’administration est contraint d’annuler le 11e tour d’appel à projets et annonce l’établissement d’un mécanisme de financement transitoire pour couvrir les besoins les plus urgents et garder les patients déjà sous traitement. Mozambique, 1 décembre 2011 - Il va bientôt falloir expliquer aux patients infectés par le VIH/sida, la tuberculose simple et multirésistante ainsi qu’aux parents qui perdent chaque année leurs enfants victimes du paludisme, pourquoi les grandes banques ont droit à des mesures de sauvetage d’urgence, et pas eux. Le désengagement financier des grands donateurs aura un impact considérable sur les patients actuellement sous traitement, dont une partie s’en trouvera soudainement privé. Pour ceux qui sont éligibles et attendent que débute leur traitement, ils seront renvoyés chez eux, faute de médicaments disponibles. Cela signifiera un retour au début des années 2000, quand les soignants devaient choisir lequel de leurs patients avait le plus de chance de survivre. (MSF)

Genève, 1 décembre 2011- L'ONUSIDA a conduit une étude dans 15 pays afin de comprendre l'impact possible de la récente décision du Fonds mondial de lutte contre le sida, la tuberculose et le paludisme de supprimer sa prochaine série de financement (11e série de subventions). Les bureaux nationaux de l'ONUSIDA qui ont participé à l'étude ont exprimé de profondes inquiétudes au regard des perturbations potentielles des services de traitement et de prévention du VIH à partir de 2014. D'autres préoccupations ont aussi trait aux défis à long terme associés aux objectifs de la lutte contre le sida pour 2015 adoptés par les leaders mondiaux lors de la Réunion de haut niveau des Nations Unies sur le sida en juin de cette année.

Johannesburg, 1 December 2011 - UNAIDS notes that the global economic crisis appears to have put an end to a decade of funding increases by donors - after flattening out in 2009 for the first time, international AIDS assistance fell by 10 percent in 2010. Activists agree that although some countries with high HIV prevalence rates still can’t afford to put a lot of money into their AIDS response, they cannot be completely absolved. “Sustainability depends on domestic funding. Even in this hard economic environment, countries can at least lay down the enabling instruments that will grow over time and take over from donor funds when these funds dry up,” Zimbabwe’s Madzorera acknowledged. New Haven, 28 November 2011 - "The collapse of the next round of Global Fund grants, known as Round 11, is the most serious, catastrophic setback in the Fund’s decade of existence... It’s terribly important to recognize the moral implications. Cape Town, 24 November 2011 – TAC will have to close - unless the Global Fund meets its contractual agreement. The TAC is an award winning South African social movement campaigning to save the lives of people living with HIV and TB. In the 12 years since it was established TAC has helped to save and better millions of people’s lives in South Africa. It has also contributed to the deepening of democracy in South Africa through its use of the courts, advocacy and promotion of human rights constitutionalism. Yet today TAC faces a real threat of imminent closure due to a dire funding crisis. TAC depends on a five year grant from the Global Fund to Fight AIDS, TB and Malaria (GFATM) for a large portion of its work.

Rüschlikon | Swiss Re organises in collaboration with the Swiss AIDS Federation a conference on HIV 30 years on – the impact on society and the insurance industry. The conference will address the impact of HIV on society and the re/insurance industry, focusing on demographic research and modelling, the impact on insurance, medical advances in the fight against HIV, human rights, and current challenges in Europe. Berne |Support groups of people living with HIV turn more and more into advocacy groups to stand up for their interests and rights. The Treatment Action Campaign (TAC) in South Africa has held government accountable for health care service delivery, campaigned against official AIDS denialism, challenged the world’s leading pharmaceutical companies to make treatment more affordable and cultivated community leadership on HIV and AIDS. Advocacy is a key component in the struggle towards an AIDSfree future generation and the fulfilment of the right to health for all. The aidsfocus.ch conference 2012 will focus on advocacy and open a space for sharing, discussion and joint learning on experiences, visions and strategies to end the epidemic.
